Ensuring Equal Access to Education
Section 504 of the Rehabilitation Act is a federal law designed to remove barriers to learning, ensuring that students with disabilities have the same educational opportunities as their peers. A Section 504 Plan provides individualized accommodations—such as extra time on tests, classroom modifications, or assistive technology—to support a student's unique needs. These adjustments empower students to fully participate, thrive, and succeed in the general education setting, fostering an inclusive learning environment where every student has the tools to reach their full potential.
Who Qualifies for Section 504?
To be eligible for a 504 Plan, a student must have a physical or mental disability that substantially limits a major life activity such as:
Learning
Walking
Seeing
Hearing
Speaking
Breathing
Concentrating
Caring for oneself
Important: Not all students with disabilities qualify for a 504 Plan. If a student is functioning and progressing without accommodations, they typically do not meet eligibility requirements.
How the Process Works in D91
In Idaho Falls School District #91, school counselors coordinate and oversee the Section 504 process in their assigned buildings.
